A Bill for an Act to repeal the Quarantine Act, and enact the Control of Infectious Diseases bill. A bill to strengthen NCDC was brought to the house of Reps, the bill immediately scaled 1st & 2nd reading in less than 2hrs.

The bill which was sponsored by the Speaker of the House, Femi Gbajabiamila. The bill seeks to empower the Nigerian Centre for Disease Control (NCDC) and make it more proactive. Gbajabiamila said that the (NCDC) had very little powers to carry out its mandate. He said that the Control of Infectious Diseases bill, sought to empower the NCDC to make it more proactive and not just reactive and function when there is an outbreak.

The bill would have scaled for 3rd reading against the tradition of Bill reading and passage in the House, the bill was not given to the members of the house for them to review its content talk less of public hearing.

A member of the house said if the house was to do away with Public Hearing on the bill which is an integral part of lawmaking, there was need for time for members to critically look at it, before it is passed.

When the Deputy Speaker, Rep. Ahmed Wase put the matter to vote, most members voted against it but he ruled that the bill be passed for second reading. The question is why the hurry.

The members of the House who raised the alarm pointed out that the contents of the bill are very suspicious. The House turned rowdy amidst the concerns and complains of some members which necessitated the suspension of the passage of the Bill pending further review of the Bill by members of the House.

The bill could not pass for 3rd reading because some members insisted that every content of the Bill must be made public and proper clarification given on the Bill contents.

The sad reality is that only 3members of the House have seen the content, there’s already lobbying going on to ensure it is passed without debate in the house and public hearing.

The content of the Bill include:

• where an outbreak is declared by NCDC the federal government will declare state of emergency and powers of state government will be overided by the federal government
• Authorities can take samples from you without consent.
• Lock downs will be enforced to prevent protests.
• You can be detained using force for treatment under the Mental illness (lunacy ordinance)
• Gathering above 10 persons will be prohibited except with consent from NCDC
• There will be no inquests into suspicious deaths.
• There will be no requirement for any medical certification for burials or cremations.

• Only One medical officer is required to sign a compulsory treatment order.
• citizens could face prosecution under the new law if they refused to comply with health authorities’ demands.
• where there’s suspicion of infection in a house other family members (man, woman, children) can be taken to government custody or isolation centers and be quarantined (no time frame) while the infected is being treated.
• THE NCDC, Ministry of Health will now work with the Ministry of Justice on the details of how the police will work with health officials to enforce their demands.
• As well as enforcing quarantine measures, the law also allows the authorities to force people to be vaccinated, when the vaccine is made available even though there is currently no vaccination.
• It also empowers them to prohibit access to public institutions, supermarkets and shops, public and hospitals, and also to impose restrictions on access to oversea travels and public transport.
