The Abia State Government has signed a Memorandum of Agreement (MoA) with Blue Giraffe Development Ltd. to construct 20 smart schools across the state, marking a significant step towards the digital transformation of the state’s education system.
Speaking at the signing ceremony held in Umuahia, the Commissioner for Basic and Secondary Education, Hon. Goodluck Ubochi, described the development as “a significant moment” in the ongoing educational reform agenda of Governor Alex Otti’s administration.

According to the Commissioner, the smart schools will feature cutting-edge learning technology, including interactive digital boards, high-speed internet access, and solar-powered electricity systems to ensure uninterrupted learning.
He explained that one smart school will be established in each of the 17 Local Government Areas, while the remaining three will be sited in the three Senatorial Districts—Abia North, Abia Central, and Abia South.


Ubochi outlined a phased implementation plan:
“We have classified the timeline into three phases. The first nine schools are expected to be completed between now and September or October. The second phase will be delivered in the last quarter of the year, while the final phase will be completed by the first quarter of next year.”
The Managing Director of Blue Giraffe Development Ltd., Mrs. Orieji Okwara-Emele, expressed gratitude to the state government for entrusting the company with such a transformative project.
“On behalf of Blue Giraffe Development Limited, I sincerely thank the Governor of Abia State, Dr. Alex Chioma Otti (OFR), for believing in our company,” she said. “We understand the governor’s vision for education in Abia and we promise to deliver a project that meets global standards.”
Mrs. Okwara-Emele assured that the initiative will revolutionize education in the state, positioning Abia as a model for digital learning in Nigeria.
