Abuja, Nigeria – In a landmark diplomatic engagement held in Abuja, the Honourable Minister of Art, Culture, Tourism and the Creative Economy of the Federal Republic of Nigeria received His Excellency A.L. Podelyshev, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Nigeria, for high-level discussions on expanding bilateral cooperation across culture, creativity, tourism and education.
The meeting brought together senior officials from both nations, including Mr Faiz Imam, Chief Principal Adviser to the Honourable Minister, and Mr Obi Asika, Director General of the National Council for Arts and Culture. Together, they explored actionable areas for mutual partnership and cultural diplomacy, in alignment with the Renewed Hope Agenda of His Excellency President Bola Ahmed Tinubu, GCFR.

This engagement reaffirmed Nigeria’s commitment to leveraging culture and creativity as instruments of diplomacy, national development, youth engagement and economic diversification through sustainable tourism.
Youth, Creativity, Culture and Tourism at the Core
With over 70 percent of Nigeria’s population under the age of 18, the Honourable Minister highlighted the need to prioritise young people in international cooperation. She emphasised that art, culture, creativity and tourism are powerful channels for engaging youth, strengthening identity and addressing shared global challenges including climate change and inclusion

Strategic Focus Areas: Film, Festivals, Fashion and Performing Arts
The discussion outlined key sectors for collaboration, including film and audiovisual co-productions, cultural festivals, fashion innovation and exchange, and performing arts such as music, theatre and traditional dance. These areas were identified as immediate opportunities for meaningful cultural exchange, capacity building and creative enterprise development between both countries.
Reinvigorating Educational Exchange
The Russian Federation currently offers 220 fully funded scholarships to Nigerian students annually. Both sides explored the potential for expanding this number through deeper cooperation with Nigeria’s Ministry of Education, helping to equip a new generation of young Nigerians with global academic and creative competencies.

Cultural MOU and Diplomatic Commitment
His Excellency Ambassador A.L. Podelyshev expressed his country’s enthusiasm about deepening cultural ties with Nigeria. He reiterated the Russian Federation’s willingness to re-transmit the longstanding draft Memorandum of Understanding on cultural cooperation through diplomatic channels. Nigeria acknowledged the proposal and expressed readiness to accelerate its internal review. The Ambassador commended Nigeria’s dynamic creative sector and affirmed the Russian Federation’s desire to move forward with practical cultural and artistic collaborations.
Cultural Synergy: Dance, Fashion and National Identity
Mr Obi Asika, Director General of the National Council for Arts and Culture, described the richness of Russia’s cultural expressions, especially in dance and fashion. He noted strong potential for synergy with Nigeria’s National Dance Troupe and fashion sector, expressing interest in building connections through joint cultural programming, fashion exhibitions and live performances that celebrate the heritage of both nations.
Nigeria Invited to Kazan Cultural Fair 2025
During the meeting, Nigeria received an invitation to participate in the Kazan Cultural Fair in Tatarstan, scheduled for November 2025. This international cultural showcase will serve as a platform for Nigeria to present its diverse heritage, creative industries and artistic talent to a global audience.
Preserving Heritage Through Digital Innovation
A Russian institute proposed collaboration in the preservation of Nigeria’s cultural heritage through advanced technologies such as 3D scanning, virtual reality and rescue archaeology. This aligns with Nigeria’s digital heritage strategy, which aims to protect and archive monuments and historical assets through innovative means.

Tourism Collaboration on the Horizon
Tourism was also explored as a viable area of cooperation. The Russian delegation suggested engagement with its Ministry of Economy, which oversees internal tourism. Nigeria expressed interest in developing both inbound and outbound tourism partnerships that promote shared history, culture and mutual understanding.
The Creative Economy as a National Growth Strategy
Mr Faiz Imam, Chief Principal Adviser to the Honourable Minister, presented key insights from The Creative Economy handbook, which outlines Nigeria’s vision to generate two million jobs and contribute one hundred billion dollars toward achieving a one trillion-dollar GDP by 2030. He stressed the importance of intentional global partnerships in realising these ambitions and noted fashion as a powerful sector for international collaboration, enterprise development and cultural branding.
From Dialogue to Delivery
The Honourable Minister proposed identifying one or two priority projects for immediate implementation. Both countries agreed on the need for focused action, technical coordination and timely follow-up through designated focal points. There was mutual agreement to maintain ongoing engagement and to work collaboratively toward concrete outcomes.

In her final remarks, the Honourable Minister reflected on Nigeria’s leadership role within the continent. “When Nigeria works, Africa works, and when Africa works, the world follows,” she said.
