The Senate’s passage of the bill establishing the South East Development Commission, or SEDC, has been approved by the Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Okezie Kalu.
After debating and adopting its provisions in the Committee of the Whole, which was presided over by Senate President Godswill Akpabio, the Senate on Thursday passed the Kalu-sponsored law.
Recall that on December 21, 2023, the House of Representatives unanimously approved the Bill for a third reading and forwarded it to the Senate for concurrence during its Committee of the Whole, which was presided over by Deputy Speaker Kalu.
In response to the events, the Deputy Speaker praised the Senate and stated that the Bill will aid in the reconstruction of the severely damaged South East region caused by the civil conflict once it is signed into law and approved by President Bola Ahmed Bola.
He pointed out that the bill’s passage coincided with the support he and other South East Regional Members of the National Assembly are giving to the Peace in South East Project (PISE-P), a non-political effort that takes a non-kinetic approach to solving the region’s problems.
According to Kalu, the step will have an influence on jobs, businesses, and infrastructure development throughout the region once it is signed into law and the commission is formed.
Reiterating his hope that President Tinubu will sign the bill upon its delivery, he urged Nigerians to maintain their support for the administration.
“I am appreciative of my colleagues in the Senate, led by Senate Godswill Akpabio, for seeing my sponsored bill, which aims to establish the South East Development Commission (SEDC), through third reading,” stated Kalu. “The commission is crucial because, if it is formed, it will aid in reconstructing the post-war infrastructure that hasn’t been maintained in more than 50 years.
In the area of transportation, including roads, health, education, employment, agriculture, industrialization, housing and urban development, water supply, electricity, and telecommunications, the Commission will design, plan, and carry out projects and programs for the sustainable development of the South East States by the established rules and regulations. The commission will also, he continued, “implement all the measures approved for the development of the South East States by the Federal Government and the member States of the Commission; identify factors inhibiting the development of the South East States and assist the member States in the formulation and implementation of policies to ensure sound and efficient management of the South East States’ resources; assess and report on any project being funded or carried out in the South East States
“It will also address ecological and environmental issues resulting from the mining and extraction of solid minerals, as well as the exploration of oil mineral resources in the South East States. It will also provide advice to the Federal Government and the member states regarding the prevention and control of oil spills, gas flaring, and environmental pollution. It will communicate with various companies involved in the extraction and mining of solid minerals, as well as those involved in oil by the Deputy Speaker of the House of Representatives, Rt. Hon.
